The volume of available surface water resources is assumed to be the volume of catchment inflow for all Victorian basins, as determined in the surface water balance for each basin presented in Water availability. The 2021-22 available water volume has been updated from the previous report. 2. This includes an estimation for small catchment dams, which shows the estimated volume of use for the water year rather than an entitlement volume. This approach is taken because not all small catchment dams are required to be licensed or registered under the Water Act 1989. The volume added for small catchment dams is the estimate of total water taken by the dams for the year. 3. The total entitlement volume is the maximum amount that can be taken in any one year. The actual amount available to be taken in a particular year will differ within the entitlements summed, due to rules for allocating water which vary between entitlements, and to the seasonal conditions in that year. Some entitlements, often held by environmental water holders and some by water corporations, do not have a specified annual volume. Those entitlements still provide for a share of the resource, however there is no volume reported here for them. 4.
